These responses look pretty good, though there are a few small things to note.
First, patients cannot refuse treatment if they are not in the right state of mind. Not being in the right state of mind usually means when they are under the influence of alcohol or narcotics.
Secondly, not all heads of staff have the same weapon bearing rights. The HoS, CD, and HoP are all varying exceptions, but other than that, heads of staff may not possess weapons outside of emergencies and the appropriate alerts.
An admin should come around sooner or later to give the final judgement, but I'd say this looks pretty good.
